Why is it that high school track athletes are not allowed to wear any type of metal or jewelry, but pros can?

I run high school track, and it really bugs me that officials at track meets are such ***** about wearing no metal or jewelry while competing. Yet after watching olympic track and field, and a few other professional track invitationals in the US I see the runners wearing gold necklaces and giant earrings and crap. Does anyone know why this is????
